Heat the jaggery and 1/2 cup water together over medium heat in a potuntil the jaggery has dissolved. Strain out any residue and set aside the dissolved jaggery water in a mug.
In the same pot, add the ragi flour and 3 cups water and mix well until there are no clumps of flour left.
Turn the stove on to medium heat and stir continuously until the mixture starts thickening.
Turn off the stove and add ground pepper, coconut milk, shredded coconut, and mixed nuts.
