Broil red bell pepper for 25 minutes, turning occasionally, until completely softened on the inside.
Allow to cool, and peel skin to discard along with seeds.
While waiting for red pepper to cool, add oil to a frying pan and saute the red onion, garlic, chillies, and tomatoes for 10 – 12 minutes until completely caramelized.
Transfer the red bell pepper along with the remaining ingredients and blend until smooth.
Serve with rice or couscous, or use it as a condiment in any of your other meals.
